Publishers should brave the new world

I woke up yesterday morning to hear from the radio it was World Book and
Copyright Day. I thought to myself: What's the point? Are people supposed
to read and buy books on this particular day that falls every Sunday
before May Day just like consumers buying and sending each other gifts of
expensive moon cakes on Mid-Autumn Day, for instance?

I was right to be suspicious of yet another day of supposedly
international celebration being imposed upon us; the radio news bulletin
was followed by a long torrent of bookstore commercials. It seemed every
major bookstore in town was offering a discount of 10 to 20 per cent.

Competition, though sometimes not acknowledged in a straightforward way,
is a good thing after all. For it is common knowledge that whenever a
sales campaign begins, it betrays a building pressure felt by its
instigators.

What else can you expect from an industry which sees many old publishing
houses hanging on to piles of unsold inventory from the era of the
planned economy?

Many companies will have to learn soon enough, like their State-sector
counterparts in other industries, to race against not just one another,
but to tackle unprecedented rivalry from competitors from the private
sector and from overseas. The Chinese market is already officially open
to foreign distributors.

A recently published research paper shows that the Chinese publishing
industry is much larger than other industries in the media sector. With
total sales of 115.5 billion yuan (US$14 billion), books made up 36 per
cent of China's media revenue except for that of the Internet, according
to researchers at Tsinghua University in Beijing.

But like elsewhere in the market, not all competitors choose the winner's
way. In a market that is still in the process of opening up, competition
can be tricky. And the "healthy development" of an industry, a phrase
that pops up in every debate in the Chinese press, can be difficult.

Sometimes the tactics used can be wrong. For instance, the promotional
media generated for the so-called World Book and Copyright Day included
some alleged experts (whose names didn't ring a bell with me) being
quoted as saying that only by reading the printed book, rather than
reading online, can one really digest the thinking part of it.

In other words, you probably won't achieve much in keeping your brain
sharp by spending so many hours reading and surfing on the Internet. This
is nonsense. It seems to indicate that these "experts" have no idea just
how many successful writers keep blogs, and that the Internet plays host
to lively debates on everything from politics to literature.

Needless to say such sales talk reveals the fear of an old industry,
which has never learned much about competition, being challenged by a new
and more interesting rival.

The fact is, according to a survey by the Chinese Academy of Social
Sciences, the population has shown a continuous declining interest in
reading (that is, reading printed material).

Of China's literate population, the percentage of those who claimed to
have read at least one book went down from 60.4 per cent in 1999 to 54.2
per cent in 2001, followed by 51.7 per cent in 2003, and then 48.7 per
cent in 2005.

In contrast, figures for those opting to read online have increased from
3.7 per cent in 1999 to 18.3 per cent in 2003, and then to 27.8 per cent
in 2005 when the nation's population of Internet users exceeded 100
million.

What the publishing industry should do is reorganize their business and
expand into the online medium, rather than waging a fruitless war against
it.

Plenty of bitter lessons about refusing to recognize the future of a new
mode of communication can be found in the many books published on
business management. Perhaps it is time for the publishers of these books
to read, and seriously digest, the thinking of what they have published.

It's a dog's life for man's best friend

Two dog-related stories appeared online on Monday, showing the two
extremes of people's love and hate for the animal.

A university professor in Chengdu, Sichuan Province, spent 100,000 yuan
($13,000) to hold a funeral for his dead pet dog on Sunday. A week
earlier, six men bludgeoned a dog to death before its owner's very eyes
in a street in Lanzhou, Gansu Province.

Though his unconventional behavior may cause repulsion given the fact
that a fair large part of the Chinese population is still poverty
stricken and 100,000 yuan would be enough to put dozens of rural children
through school, the professor can't be blamed for he did nothing to harm
anyone.

The cold-blooded killing of a dog by six men wielding heavy cudgels,
however, is something else.

In their defense, the men said they did not slay the canine without good
reason. One of them said the dog, a large collie, had scared his friend's
child and its owner had bullied the child's parents during the subsequent
quarrel. He said he and the five other friends of the child's parent had
to kill the dog because they couldn't count on the local authorities to
stop it being a threat to children, even though they had reported it to
the police.

I definitely disagree with the brutal slaughter of the dog but I would be
speechless if the man asked me this question: "What else do you think we
can do for justice to be done?"

I certainly would not say something like, "leave the matter to the
government for a proper treatment", as is often suggested by media
commentators. I know "proper treatment" in most cases would mean simply
letting the matter drop after a suitably protracted delay. The
authorities have much weightier things to attend to than trivial brawls
between neighbors.

However, disputes between dog lovers and their neighbors who do not raise
pets are not trivial.

Last week, a pet wolfhound bit off the left half of a 4-year-old girl's
face in Anshan, a city in Liaoning Province.

On August 31 last year, a nine-year-old boy was eaten alive by two
wolfhounds raised by a neighbor in Lishi county, Shanxi Province.

Injuries caused by large dogs are not rare: Such reports never cease.

Complaints about dogs have been on the increase, covering everything from
their nighttime barking, fouling of pavements, the threat to children and
spread of disease.

Most places have laws and rules on the raising of dogs that are generally
exhaustive enough to cover all eventualities. But the execution of them
is not always as it should be. Violation of the laws and rules is visible
everywhere but there seems to be little punishment.

For example, I have never seen anyone who failed to clean up after their
pet being punished. Of course, I might have missed the occasions when
someone did, but the droppings widely seen in public greenbelts suggest
most people are getting away with it.

Another example of weak governance in this regard: Beijing has about 1
million pet dogs but only 500,000 are officially registered with the
police.

Pet lovers have the rights to raise dogs. But when their pets' actions
impinge on the interests of other people, they must be held accountable
and compensate those who are hurt in any way.

Most people do not raise dogs. In Beijing, for example, just one in five
households has a pet dog.

To the authorities: Please seriously address the problem of pet-related
neighborhood conflicts. Don't leave people's pets to the mercy of angry
victims of dangerous dogs.

Three Gorges Dam withstands largest flood peak

Sluices are opened to divert flood water at the Three Gorges Dam in
Yichang of central China's Hubei Province, July 22, 2007. The flood peak
has gone through the Three Gorges Dam while about 17 sluices are opened
to divert flood water. (Xinhua)

July 23 - The highest flood peak in this flood season on the Yangtze
River has passed through the Three Gorges Dam area as of Sunday.
The flood, the third in the season formed due to continuous rainstorms
upstream since mid July, poured into the reservoir in central China's
Hubei Province at a peak speed of 44,000 cubic meters per second Saturday
afternoon.
It has slowed down as of Sunday morning and the speed is expected to drop
to 30,000 cubic meters per second in three days, according to Zhao Yunfa,
a senior engineer with China Yangtze Three Gorges Project Corporation
(CTGPC).
Seventeen sluice gates have been opened to keep water level below the
designed 144 meters and to ease the flood pressure on the mid-lower
reaches. At present, the project is working normally, according to Zhao.
However, some 60 boats and more than 200 workers are trying to clear up a
large amount of floating plant roots, crop straws, rotten leaves and tree
branches flushed into the reservoir by the flood, preventing them from
affecting shipping and navigation.
The reservoir's water level has been allowed to fluctuate between 143.9
and 145 meters during the flood season this year, according to CTGPC.
The Three Gorges reservoir, the world's largest hydroelectric project,
was built on the Yangtze River, China's longest, to prevent floods and
generate electricity.

Pork price remains high due to short supply, MOC

Chinanews, Beijing, July 20 �C Recently, pork price keeps rising in
China. The public fear that in the near future, there might not be enough
pork available in the market. In clearing such fears, Assistant Minister
of Commerce Huang Hai said that Chinese government could guarantee enough
pork supply in the market. Pork selling price might still remain high
during the second half of the year; however, the short supply will come
to an end by the end of the year, when supply and demand for pork remains
at a balanced level. By then, he said, pork selling price will return to
the normal range.
Since mid May this year, pork price has witnessed a major rise twice in
many places across China. Recently, the pork price is still climbing up
little by little.
The price hike is mainly boosted by the short supply of pork, said the
assistant minister on Thursday.
At present, pigs are raised by individual farmers. Since these farmers
can not share information effectively, sometimes pork supply will exceed
demand, while at other times, the situation is vice versa. During the
first half of 2006, the price of pigs dropped dramatically. In order to
reduce raising costs, many farmers killed sows and sold the piglets at
cheap prices. As a result, the number of fully grown pigs dropped
dramatically during the first half of this year. In many abattoirs, the
number of pigs that could be killed for meat also dropped tremendously.
Consequently, less pork is available in the market.
The blue-ear disease occurred in some places across China this year and
price of forage kept rising. All these added costs to pig raising. In
addition, heat wave swept over some places across China and floods
occurring in these places destroyed roads, making pork delivery difficult.
It usually takes about half a year for a piglet to fully grow. So the
problem of short pork supply can not be solved in the short term. Pork
price might remain high during the second half of the year. If there are
serious natural disasters or epidemic diseases occurring at that time,
pork price might further climb in some parts of China, the assistant
minister said.

Nearly 1,000 passengers sleep, waiting for their departure, on the square
of Beijing West Railway Station at the night of July 3, 2007. Beijing
West Railway Station, the capital's largest station, is expecting a
record turnover in passenger flows in July and August. It is estimated
that the station would see 7.55 million departures in the two peak summer
months with a daily average of 122,000 passengers, up 12.8 percent from
the same period last year.

Olympic sculptures on display in Hong Kong

Six crew members, including their captain, were detained by maritime
police on Sunday after their vessel hit a 1,600-meter-long bridge causing
part of it to collapse in southern Guangdong Province.

maritime police on Sunday after their vessel hit a 1,600-meter-long
bridge causing part of it to collapse in southern Guangdong Province.
Nine people believed to be on the bridge at the time are missing.
Shi Guide, captain of the "Nanguiji 035", and five sailors including
Huang Yuyou, have been detained, said the Guangdong Maritime Affairs
Bureau. The barge, loaded with sand, sailed out the main navigation
channel of the Xijiang River and hit the bridge on Friday. About 200
meters of the bridge collapsed.
The bridge connects Jiujiang Township in Nanhai district of Foshan to
neighbouring Heshan city.
Sections of the collapsed bridge fell onto the bow of the boat, partially
submerging it. All 10 crew members were rescued, and two were treated in
hospital for bruises and released.
Video from traffic monitors shows four vehicles carrying seven people,
and two bridge workers were on the bridge when it collapsed. Divers and
search and rescue boats have yet to locate the vehicles or missing
people, said Huang Yaxuan, an official of the bureau.

New social strata shoulder more social responsibilities

Chinanews, Beijing, June 14 �C After the Eighth National Committee of the
Chinese People's Political Consultative Conference (CPPCC), some people
who were regarded as members of the new social strata began to be
selected into the CPPCC group. From the composition of the CPPCC Tenth
National Committee, it can be found that not only individuals of
non-public economy are included in the CPPCC National Committee, but for
the first time ever lawyers, accountants, and managers working in
foreign-funded enterprises are also included, the People's Daily reported.
By the end of 2006, nearly one-third (32.2%) of the private enterprise
owners in China were Communist Party members. 9,000 of them were elected
deputies to people's congresses at county level or above, and 30,000 of
them chosen as members of CPPCC committees at county level or above.
Wang Xiang, president of the Xiangxi Minsheng Group, is a CPPCC National
Committee member.
As a private enterprise owner, I feel greatly honored to have been
commended by the United Front Work Department as an active participant in
Chinese-style socialist construction. My hardwork has paid off and I am
confident about China's prospect in future. As the new social strata
expand in China, people in this group have become an important part of
society. Many people like us want to advance with the times and make
contribution to society. The government now cares for the development of
this group, which will help new social strata to further expand in China,
Wang said.
Che Jianxin is the president of Macalline Retail Group.
��I started my business back in 1986. Since then, I have experienced the
happiness and hardship in work. On the whole, I think that society gives
affirmative judgement to people like us. The Chinese government also
begins to show their concern for us. In 2005, the central government
published a document supporting the development of non-public economy,
which acknowledged our status in society. In think that the wealth held
by private entrepreneurs does not only belong to the entrepreneurs
themselves, in many ways such wealth also belongs to the whole society.
In recent years, we have participated in some public welfare programs,
such as the China Splendid Program. The general public acknowledges our
action. Now I realize that the more we contribute to society, the more we
will gain. Society gives us rewards and fame, which in turn will boost
the sound development of our company, Che said.
The emergence of the new social strata was the result of China's reform
and opening-up.
Their emergence shows that society has become more diversified. The new
social strata represent the new productive forces. Since they have made
their contributions to social and economical development, society should
respect these people, said Bao Yujun, a CPPCC National Committee member,
who is also head of the China Private Economy Research Association.

Stamps to celebrate anniversary of HK's return

Two sets of commemorative stamps were released on June 11 to celebrate
the 10th anniversary of the return of Hong Kong and the founding of the
Hong Kong SAR. All the two sets of them will enter the market on July 1,

Largest hyperbaric oxygen chamber in Urumchi

Northwest China's largest hyperbaric oxygen chamber was formally put into
use in Urumchi, Xinjiang Uygur Autonomous Region on June 8, 2007. Twenty
persons can receive hyperbaric oxygen treatment simultaneously in the
chamber.

papers for the upcoming National College Entrance Examination, or gaokao,
into a test center in Beijing, June 5, 2007. Chinese education
authorities have taken a set of measures to clean up the exam
environment, including requiring test-takers to sign written pledges and
increasing security checks at exam venues. But still cheating is on the
rise. In last year's national college exam, about 3,000 students were
caught cheating, China Daily reported last week.
